Algeria has the largest defense budget in Africa. Historically, Algeria purchased weapons and military equipment from the Soviet Union. Currently, Algeria is undergoing a process of military modernization, which includes the introduction of new, more modern warships, aircraft, and tanks.[2]

Therefore the design of an armory should consider incorporating internal flexibility to accommodate change without undue expense. External flexibility should also be considered to accommodate potential growth and anticipated future use requirements. Evaluation of the cost impact of design decisions should consider life-cycle cost as well as initial cost and building system flexibility.
